This technique is used to light up the bubs in a huge board and this has being used over many years.
The amazing fact is the blades on these drums are being arranged in the way that that the patter is required.
Also previously these drums used to be rolled manually and now they have connect a motor to roll the drums.
As you can see these drums are being some times adjusted when drum is running. Normally these displays are very huge and active for a long time.
